The following District presented on the procurement and selection of its Owner’s Project Manager (“OPM”) at the January 6, 2014 Massachusetts School Building Authority (the “MSBA”) OPM Review Panel (the “Panel”) Meeting:
District: City of Boston (the “District”)
Project: Josiah Quincy Upper School/Boston Arts Academy
District’s Selected Owner’s Project Manager: Skanska USA Building Inc. (“Skanska”)
The District presented its overall selection process and how it concluded on selecting Skanska as its OPM for the proposed Josiah Quincy Upper School/Boston Arts Academy Project. The Panel and MSBA staff asked the District about its selection and interview process, the OPM's previous experiences with school projects, and how the proposed project might be managed. The OPM Review Panel and MSBA staff sought clarification regarding the proposed team for the project, the firm’s understanding of the MA CHPS and LEED programs, and the OPMs understanding of its responsibility to be responsive to both the Owner and the MSBA. The OPM Review Panel also asked the District to review its plans for day-to-day oversight and management of the OPM. The Panel also inquired about the OPM’s design considerations on the proposed site for the project.
