OPM Review Panel Meeting, October 6, 2014

The following Districts presented on the procurement and selection of its Owner’s Project Manager (“OPM”) at the October 6, 2014 Massachusetts School Building Authority (the “MSBA”) OPM Review Panel (the “Panel”) Meeting:

District:  Town of Carver (the “District”)
Project:  Carver Elementary School

District’s Selected Owner’s Project Manager:  PMA Construction Services (“PMA”)

The District and its selected Owner’s Project Manager presented information about the OPM selection process and how the District concluded on selecting PMA as the OPM for the proposed Carver Elementary School Project.  The Panel and MSBA staff asked the District about the selection process, the interview process, and the scoring process.  The Panel and MSBA staff inquired about the firm’s understanding of the MSBA process, in particular the requirements associated with Modules 3, 4 and 5.  The Panel and MSBA staff sought clarification from the District and PMA regarding the day-to-day contact person for the proposed project.  The Panel and MSBA staff also inquired about the OPM’s current workload and staffing plan for the proposed project and the District’s understanding of the MSBA enrollment process. 
 
 
District:  Town of Billerica (the “District”)
Project:  Billerica Memorial High School (“BMHS”)

District’s Selected Owner’s Project Manager:  KV Associates, Inc. (“KVA”)

The District and its selected Owner’s Project Manager presented information about the OPM selection process and how the District concluded on selecting KVA to serve as the OPM for the proposed BMHS project.  The Panel and MSBA staff asked the District about the selection process; the interview and scoring processes; and the District's past experience with KVA.  The OPM Review Panel and MSBA staff sought clarification regarding the Firm’s proposed team for the project and the OPM’s understanding of its responsibility to be responsive to both the Owner and the MSBA on all phases of the proposed project.  The Panel and MSBA staff also inquired about the OPM’s current workload and about the Firm’s understanding of the MSBA process, in particular the requirements associated with Modules 3, 4 and 5, and the District’s understanding of the Model School Program option.
