OPM Review Panel Meeting, November 3, 2014

The following Districts presented on the procurement and selection of their Owner’s Project Managers (“OPMs”) at the November 3, 2014 MSBA OPM Review Panel (the “Panel”) Meeting:

District:  Mount Greylock Regional School District (the “District”)
Project:  Mount Greylock Regional High School (“Mount Greylock”)

 
District’s Selected Owner’s Project Manager (“OPM”):  Dore and Whittier Management Partners, LLC (“DWMP”)
 
The District and its selected Owner’s Project Manager presented information about the OPM selection process and how the District  concluded on selecting DWMP as the OPM for the proposed Mount Greylock School project.  The Panel and MSBA staff asked the District about the selection process, the interview, and scoring processes.  The Panel and MSBA staff inquired about the firm’s understanding of the MSBA process, in particular the requirements associated with Modules 3, 4 and 5.  The Panel and MSBA staff sought clarification from the District and DWMP regarding the day-to-day contact person for the proposed project.  The Panel and MSBA staff also inquired about the OPM’s current workload and staffing plan for the proposed project and the composition of DWMP being that they are an architectural and project management services firm.  The District and the OPM, upon MSBA inquiry, were advised of what next steps should be taken for the proposed project.
 
District:  Town of Needham (the “District”)
Project:  Hillside Elementary School (“Hillside”)

   
District’s Selected Owner’s Project Manager (“OPM”):  Steven Popper, Town Employee
 
The District and its selected Owner’s Project Manager presented information about the OPM selection process and how the District concluded on selecting Steven Popper to serve as the OPM for the proposed Hillside School project.  The Panel and MSBA staff asked the District about its experience with Mr. Popper on past projects and if they have had experience with OPM firms.  The Panel and MSBA staff also inquired about the OPM's previous experiences with school projects and how the proposed project might be managed as a result.  The OPM Review Panel and MSBA staff sought clarification regarding the proposed team for the project and Mr. Popper’s understanding of his responsibility to be responsive to both the Owner and the MSBA on all phases of the proposed project.  The Panel and MSBA staff inquired about the OPM’s current workload and about his understanding of the next steps to be taken in the MSBA process for the proposed project.
