OPM Review Panel Meeting, June 2, 2014

The following District presented on the procurement and selection of its Owner’s Project Manager (“OPM”) at the June 2, 2014 Massachusetts School Building Authority (the “MSBA”) OPM Review Panel (the “Panel”) Meeting:

District:  City of Beverly (the “District”)
Project:  Briscoe Middle School

District’s Selected Owner’s Project Manager:  Heery International

The District presented its overall selection process and how it concluded on selecting Heery International as its OPM for the proposed Briscoe Middle School Project.  The Panel members and MSBA staff asked the District about its selection process; its interview and scoring processes; its past experience with Heery International; and its understanding of next steps in Module 2 of the MSBA process, securing a design/architect.  The Panel members and MSBA staff inquired about the OPM’s experience with the District, the firm’s experience with other Districts on school building projects, and their understanding of the MSBA process, in particular, the requirements associated with Modules 3, 4 and 5.  The Panel members and MSBA staff sought clarification from the District and Heery International regarding the day-to-day communication between the District and the OPM for the proposed project.  The Panel members and MSBA staff also inquired about the OPM’s current workload and staffing plan for the proposed project.
