OPM Review Panel Meeting, July 7, 2014

The following Districts presented on the procurement and selection of their Owner’s Project Manager (“OPM”) at the July 7, 2014 Massachusetts School Building Authority (the “MSBA”) OPM Review Panel (the “Panel”) Meeting:

District:  Town of Granby (the “District”)
Project:  West Street Elementary School

District’s Selected Owner’s Project Manager:  Strategic Building Solutions, Inc. (“SBS”)

The District presented their overall selection process and how they concluded on selecting Strategic Building Solutions, Inc. as their OPM for the proposed West Street Elementary School Project.  Panel members and MSBA staff asked the District about their selection process; their interview and scoring processes; and their understanding of next steps in Module 2 of the MSBA process, securing a design/architect.  Panel members and MSBA staff inquired about the OPM’s experience with other Districts on school building projects and their understanding of the MSBA process, in particular, the requirements associated with Modules 3, 4 and 5.  Panel members and MSBA staff sought clarification from the District and SBS regarding the day-to-day communication between the District and the OPM for the proposed project.  Panel members and MSBA staff also inquired about the OPM’s current workload and staffing plan for the proposed project.

District:  City of Newton (the “District”)
Project:  Cabot Elementary School

District’s Selected Owner’s Project Manager:  Joslin, Lesser & Associates, Inc. (“JLA”)

The District presented their overall selection process and how they concluded on selecting Joslin, Lesser & Associates, Inc. as their OPM for the proposed Cabot Elementary School project.  Panel members and MSBA staff asked the District about their selection process; their interview and scoring processes; and their understanding of next steps in Module 2 of the MSBA process, securing a design/architect.  Panel members and MSBA staff inquired about the OPM’s past experience with the District on school building projects; JLA’s proposed project team MCPPO certifications; and their understanding of the MSBA process, in particular, the requirements associated with Modules 3, 4 and 5.  Panel members and MSBA staff sought clarification from the District and JLA regarding the day-to-day communication between the District and the OPM for the proposed project.  Panel members and MSBA staff also inquired about the OPM’s current workload and staffing plan for the proposed project.
