OPM Review Panel Meeting, April 6, 2015

The following Districts presented on the procurement and selection of their Owner’s Project Managers (“OPMs”) at the April 6, 2015 MSBA OPM Review Panel (the “Panel”) Meeting:

District:  Town of Amherst (the “Town”)
Project:  Wildwood Elementary School

District’s Selected Owner’s Project Manager (“OPM”):  Joslin, Lesser + Associates, Inc.

The Town and its selected Owner’s Project Manager presented information about the OPM selection process and how the Town concluded on selecting Joslin, Lesser + Associates, Inc. to serve as the OPM for the proposed Wildwood Elementary School project.  The Town spoke briefly about its experience during the procurement process.  The OPM, at the request of the MSBA, gave a brief presentation regarding previous experiences with school projects and how they would use and manage subconsultants on a project.  Joslin, Lesser + Associates, Inc. also provided clarification regarding the proposed team for the project and spoke to their ability to be responsive to both the Owner and the MSBA on all phases of the proposed project.  The OPM reviewed the advantages and/or disadvantages of using Chapter 149 and Chapter 149A delivery methods on a project. 
 

District:  City of Somerville (the “City”)
Project:  Somerville High School

The District’s Selected Owner’s Project Manager (“OPM”):  PMA Consultants

The City and its selected Owner’s Project Manager presented information about the OPM selection process and how the City concluded on selecting PMA Consultants as the OPM for the proposed Somerville High School project.  The City’s Mayor spoke briefly about the proposed project and the opportunity to come before the Panel.  The OPM, at the request of the MSBA, gave a brief presentation regarding their internal organization and how they would use and manage subconsultants on a project.  The OPM discussed a potential timeline for the proposed Somerville High School project relative to the MSBA modules as well as a recent MSBA project similar in size and scope.  The OPM addressed how they would guide the City through various components of the project.  The OPM was also given the opportunity to discuss their work in urban spaces including the challenges presented and overcome.  The OPM also addressed the advantages and/or disadvantages of using Chapter 149 and Chapter 149A delivery methods on a project.
