FY2008 SOI Summary
For the FY2008 filing season, the MSBA received 423 Statements of Interest (“SOIs”) from 162 different school districts. Based on lessons learned from the Waiting List, the MSBA asked each district that submitted multiple SOIs to prioritize one SOI. This request for districts to prioritize their needs does not mean that every district will receive funding for a project or that other projects in a district for which a SOI has been submitted will not be considered for funding.
The MSBA has been focusing their due diligence efforts on the 162 district-identified priority SOIs. These efforts include analyzing the SOI, visiting schools to assess overcrowding, conducting facility assessments, conducting senior studies with teams of architects and engineers, reviewing enrollment trends and forecasts, reviewing educational programs, and meeting with local officials to help determine which school facilities are most in need of attention. The below-referenced categorizations of these 162 priority SOIs are the culmination of this due diligence and analysis by the MSBA to determine which school facilities across the Commonwealth are in most need of urgent capital investment.

FY2009 SOI Summary
The deadline for filing a FY2009 SOI or refreshing a FY2008 SOI was November 15, 2008 (an extension of the original September 15, 2008 deadline).
As of November 15, 2008, the MSBA received 47 new SOIs and 178 refreshed FY2008 SOIs. There are 138 SOIs from FY2008 that districts have chosen not to refresh, which removes them from consideration for further action by the MSBA. The MSBA is currently reviewing FY2009 submissions. In certain instances, the MSBA may allow a district to perform corrective actions on a properly submitted SOI and, therefore, the total number of submitted and refreshed SOIs stated in the chart below may be impacted.

The MSBA program is a non-entitlement competitive grant program. Grants are distributed by the MSBA's Board of Directors based on need and urgency, as expressed by the district and validated by the MSBA. Submitting a SOI is the critical first step in the MSBA’s program for school building construction and renovation grants.
The MSBA has implemented a rolling capital pipeline for project approvals. This means that the determination of project progress and status made by the MSBA's Board of Directors at its board meetings will not necessarily be the final time that a SOI moves forward in the MSBA's process. The status of a SOI is subject to change to reflect progress at any time during the year based on the MSBA’s understanding of how a school facility’s need and urgency fit within the statewide spectrum of need.
The MSBA will continue to focus its attention and resources on district-identified priority SOIs, analyzing these SOIs, visiting schools to assess overcrowding, conducting facility assessments and senior studies with teams of architects and engineers, reviewing enrollment trends and forecasts, reviewing educational programs, and meeting with local officials to help determine which school facilities are in most need of attention.
In determining which school facilities across the Commonwealth are in most need of capital investment, the MSBA will consider the following assessment criteria:
- Building Condition – whether the building exhibits signs of moderate to severe deficiencies in multiple building systems, such as roofing system, windows and doors, heating and ventilation systems
- Building Capacity – whether the building exhibits signs of moderate to severe overcrowding including excessive class sizes, inadequate number of classrooms, conversion of non-educational space to educational uses
- Educational Program – whether the ability to support the required educational program is adversely affected by the building’s condition and/or capacity
- Structural Deficiency – whether the building has clearly documented structural deficiencies that pose an immediate risk to the health and safety of building occupants

The MSBA will work with districts over time to develop affordable and appropriate solutions to local facilities problems that are educationally sound and fit within the MSBA’s available budget.
