The following districts presented on the progress of their proposed projects at the May 21, 2025 Massachusetts School Building Authority (the “MSBA”) Facilities Assessment Subcommittee (the “FAS”) Meeting:
District: Town of North Andover
School: Kittredge Elementary School
Phase: Feasibility Study

The Town of North Andover (the “District”), the Owner’s Project Manager, and design team presented an overview of the options studied during the Feasibility Study and the District’s preferred solution to proceed into Schematic Design to replace the existing Kittredge Elementary School with a new facility serving grades 1-5 on the existing site. The FAS, MSBA staff, and the District discussed the following: appreciation of the District’s Educational Program; distribution of Special Education spaces and the DESE review process following Schematic Design; the importance of professional development in preparation for the transition to a new facility and opportunities for faculty feedback and engagement as the design progresses; suggestion to include multilingual and multicultural programming as part of art and music offerings in lieu of a formal World Language program; consideration of a canopy for sheltered access to the building from the proposed bus drop-off area; scheduling considerations for the proposed cafetorium; interior circulation and opportunities to increase connectivity between the academic wing and art, music and the media center as the design progresses; site topography; indoor/outdoor connections and considerations associated with the location and development of the proposed outdoor play area; use of the proposed breakout spaces and benefits of providing a minimum of two sinks in each general classroom to facilitate project-based learning and STE exploration for early elementary students; an understanding of the District’s plans for which grade levels will be located on each floor and how they will access the various specialty spaces; and, an understanding of the envisioned student experience as they move through the building on a typical day.

School: Rose L. MacDonald Elementary School

The Town of West Bridgewater (the “District”), the Owner’s Project Manager, and design team presented an overview of the options studied during the Feasibility Study and the District’s preferred solution to proceed into Schematic Design to replace the existing Rose L. MacDonald Elementary School and Howard Elementary Schools and relocate Kindergarten from the Spring Street School in a new facility serving grades K-6 on the existing Rose L. MacDonald Elementary School site. The FAS, MSBA staff, and the District discussed the following: appreciation of the District's thorough Educational Program and its inclusion of multilingual learning; review of the distribution of Special Education spaces and DESE review process; clarification of intent to include toilets in central area between the upper and lower schools; the building footprint and design considerations associated with the location of proposed play areas; bus and vehicular access and appreciation for the proposed site circulation plan; the location of the parking lot and potential opportunities to increase green space, if possible; proposed use of separate cafeterias for the upper and lower grades and associated scheduling; community use of the cafeteria after school hours; the proposed elevator; construction delivery method and phasing considerations; site topography, wetlands and associated site constraints; topography and proposed water management; and, preliminary thoughts regarding resiliency and building elevation.
