Responses to Questions
1. Did the MSBA publish questions and answers from the Procurement Overview Meeting held on February 5, 2015?

2. Does the MSBA require that a Designer responding to the RFR for the Accelerated Repair Program have a Master File Brochure on File?
A: As noted in Addendum 1, Item 2, applicants must have an up-to-date Master File Brochure on file at the Massachusetts School Building Authority. (http://www.massschoolbuildings.org/building/team/dsp)
3. If a firm has a Master File Brochure on file with DCAMM, do they still need to file one with the MSBA?
A: Yes
4. Are the MBE/WBE goals for the Designer services associated with the 2015 Accelerated Repair Program the same as those required for the MSBA’s Core Program projects?
A: Yes. As indicated in Section V. of the RFR: All questions regarding MBE/WBE participation goals should be addressed to the Commonwealth’s Supplier Diversity Office. Designers selected pursuant to this RFR will be required to work with the Owner’s Project Manager assigned to the project as well as the Supplier Diversity Office to ensure that all monitoring and recordkeeping requirements regarding MBE/WBE participation goals are met.
5. Are the items outlined in Section IV. 1. d., e., f., and Attachments A and B included in the page limitations associated with the response to Question #10 of the Standard Designer Application Form?
A. No. Question #10 of the Standard Designer Application Form is reserved for supplemental information up to three 8.5”x11” double-sided pages.
6. Will the MSBA consider making adjustments to the standard contract for designer services associated with the 2015 Accelerated Repair program?
A: No.
7. Is there a pre-bid meeting scheduled for the Request for Responses to Provide Designer Services for the 2015 Accelerated Repair Program?
A: No.
8. Was attendance at the February 5, 2015 Procurement Overview meeting mandatory?
A: No. The Procurement Overview meeting sign-in sheet and the PowerPoint presented at the Procurement Overview meeting have been posted on the MSBA’s website on the page entitled “Working with the MSBA.” (http://www.massschoolbuildings.org/about/Working_with_MSBA)
9. Are applicants required to submit a DSB application to the Designer Selection Board prior to submitting a response to the MSBA for the 2015 Accelerated Repair Program?
A: No.
10. Are completed Standard Designer Application Forms required to be included with each copy of the responses to the RFR?
A: Yes.
11. Does the MSBA require applicants to provide completed Standard Application Forms whenever responding to an MSBA Request for Responses or Request for Services?
A: Depending on the RFR or RFS, applicants should review the specific criteria associated with each RFR or RFS issued by the MSBA.
12. Is the DSB Application Form and the Standard Designer Application Form the same document?
A: No. Applicants must complete the “Standard Designer Application Form for Municipalities and Public Agencies not within DSB Jurisdiction (Updated May 2014)” (http://www.mass.gov/anf/docs/dcam/dlforms/dsb/14-6-10-cities-towns-application.pdf) Please refer to Addendum 2, Item 1 and 2.
13. Will the MSBA accept confirmation that applicants are enrolled to participate in the Massachusetts Certified Public Purchasing Official (MCPPO) Program in lieu of providing current certification as confirmation that the Project Director is MCPPO certified?
A: As indicated in Section V. of the RFR: (Minimum Qualifications) Proof of certification or recertification, as applicable, or registration in the next certification or recertification seminar for which space is available must be provided. Scheduling and registration information may be found on the Inspector General’s website at http://www.mass.gov/ig/mcppo/.
14. Where can the Request for Responses for Designer Services be found for the 2015 Accelerated Repair Program?
A: The Request for Responses (RFR) to Provide Designer Services, for the Accelerated Repair Program, attachments and any addenda can be downloaded from the MSBA website and COMMBUYS.
15. Do “Designer Services” associated with the Accelerated Repair Program include architecture and/or interior design services?
A: As indicated in Section I, Item B (Scope of Services) of the RFR: The required scope of services is set forth in the MSBA’s standard Contract for Designer Services (MSBA Accelerated Repair Program) and Contract for Designer Services Amendment.
16. Will the MSBA disclose which school Districts are eligible to participate in the Accelerated Repair Program?
A: As indicated in Section I. of the RFR: The total number of Districts and projects that may be invited into the Program during FY2015, FY2016, and FY2017 has not been determined. The total number of projects will be determined after the MSBA completes a review of the building deficiencies identified by Districts in their Statements of Interest. Only those Statements of Interest voted into the Program by the MSBA’s Board will be eligible for participation in the Program. The MSBA anticipates that invitations for the FY2015 Program may be recommended at the June and July 2015 Board of Directors Meeting.
17. Will notifications, addenda, or any other correspondences associated with this Request for Responses be made available by the MSBA?
A: As indicated in Section III of the RFR, respondents are solely responsible for obtaining and completing required attachments that are identified in this RFR and for checking COMMBUYS and the MSBA’s website for any addenda or modifications that are subsequently made to this RFR, including its attachments. The MSBA accepts no liability and will provide no accommodation to Respondents who fail to make themselves aware of addenda, amendments, or modifications to this RFR or its attachments and, as a result, submit inadequate or incorrect Responses. Respondents may not alter (manually or electronically) the RFR language or any RFR component files.
18. If a District is invited into the Accelerated Repair Program for a boiler replacement project, in addition to a roof and/or an exterior window/door replacement project, will the District be assigned two Designers, one from the selected list of boiler replacement Designers and one from the selected list of roof and exterior window/door replacement Designers?
A: Yes. Districts invited into the Accelerated Repair Program for a boiler replacement project as well as a roof and/or exterior window/door replacement project will be randomly assigned two Designers. Each Designer will be randomly assigned from the respective lists of selected Designers. Following the two random assignments, the District will execute separate contracts with the two Designers.
19. Should Attachment D provided in the RFR be completed and included in responses to the RFR?
A: Yes.
