Module 3 - Feasibility Study Guidelines

Upon successful conclusion of procurement of Owner's Project Management and Designer services in accordance with the procedures outlined under Module 2 - Forming the Project Team, the District and its team collaborate with the MSBA to document their educational program, generate an initial space summary, document existing conditions, establish design parameters, develop and evaluate alternatives, and recommend the most cost effective and educationally appropriate preferred solution to the MSBA Board of Directors for their consideration. During this phase, the Owner's Project Manager will submit on behalf of the District and its Designer a Preliminary Design Program and a Preferred Schematic Report. Approval by the MSBA Board of Directors is required for all projects to proceed into schematic design. Please refer to Module 4 - Schematic Design for additional information.

Approval by the MSBA Board of Directors is required for all projects in order to advance the preferred schematic into schematic design.  


As of March 28, 2012, the MSBA is working with districts to define the scope of 19 potential projects for MSBA Board Consideration (this excludes Green Repair Program and Accelerated Repair Program projects).

  • 15 Districts are performing Feasibility Studies to determine their preferred solution.
    • Four elementary schools: Georgetown, Narragansett, South Hadley, Whitman-Hanson Regional
    • Five middle schools: Auburn, Chicopee, Newburyport (Nock), North Adams, Peabody
    • Six high schools: Ayer-Shirley Regional, Boston (Upper Quincy), Greater Lowell Regional Vocational, Greater New Bedford Regional Vocational, Pittsfield, Winchester 
  • Six Districts are advancing the MSBA Board-approved solution into schematic design:
    • Four elementary schools: two addition/renovation - Lincoln K-8, Springfield (Dryden); one new - Webster; one District is requesting reconsideration for a new school - Springfield (Brookings)
    • Two high schools: one model - Harwich-Chatham Regional; one renovation - West Bridgewater
  • As a result of the March 28th Board Votes, four Districts will have worked with the MSBA to establish the scope and budget of their proposed projects:
    • Two elementary schools: one model - Newburyport (Bresnahan); one new - Lexington
    • One middle school: one new - Wakefield
    • One high school: one new - Greenfield 
  • 5 districts are seeking local authorization to fund Board approved projects.
