Update to the MSBA's Total Project Budget Template
Please be advised that the Massachusetts School Building Authority (“MSBA”) has updated the Total Project Budget Template for the Core Program. The updated template is available on MSBA’s website and can be found on the Module 4 – Schematic Design page (under “Building With Us”) and on the Guidelines & Forms page (under “Policies, Forms & Guidelines”).
The Total Project Budget Template has been updated and includes revisions associated with the MSBA’s Project Funding Limits Policy, which were approved at the August 27, 2025 MSBA Board of Directors meeting, effective for districts seeking Project Scope and Budget Board approval on or after January 1, 2026. For additional information, please review the Recommendation to Revise MSBA Project Funding Limits Policy Memorandum.
Also, included in the Memorandum is Attachment E – Updated Sitework and Demolition & Abatement Cost Allowance Guidance. The updated Site Cost Allowance Guidelines is available on MSBA’s website and can also be found on the Guidelines & Forms page (under “Policies, Forms & Guidelines”).
Please note that for Schematic Design submittals received by the MSBA that include previous versions of the Total Project Budget Template, the budget will not be reviewed, and school districts will be asked to re-submit using the current version of the Total Project Budget Template.
