Green Repair Program

In March 2010, the MSBA officially launched its $300 Million Green Repair Program.

The Green Repair Program is for the repair or replacement of roofs, windows and/or boilers in public school facilities that are structurally, functionally and educationally sound except for the condition of the roof, windows and/or boilers. If a public school facility needs more extensive repair or renovation work – such as upgrades to electrical, plumbing or fire/life safety systems, renovation of interior spaces, improvements related to modernizing educational spaces, additional spaces based on capacity issues – it is not eligible for funding under the Green Repair Program.

There are currently 186 projects in the Green Repair Program. Of these projects, 166 are working with consultants selected from the MSBA’s pre-approved pool of Owner’s Project Managers and Designers.

The Green Repair Program allows the MSBA to make much needed repairs to more than one school in a district at a time, increasing the efficiency of more schools in less time and improving the learning environments for children and teachers throughout the Commonwealth. The program requires designs based on standard sustainability requirements and encourages districts to pursue rebate programs from other funding sources. Districts invited into the Green Repair Program must be able to quickly appropriate funding (see MSBA vote bulletin). In order to maximize the impact of this program, the MSBA has streamlined the consultant selection process to help districts maintain an aggressive project schedule.

MSBA staff will be tracking both schedule and cost data which will be made available to districts throughout the life of each project. A master schedule database will allow MSBA staff to monitor district progress and make sure key milestone deadlines are met. This schedule information must be provided to the MSBA on a monthly basis as part of the OPM report. Cost data for the repairs will also be compiled and recorded.
